How to Make Super Easy Tassels from Wood Craft Bits.
First things first. Gather your supplies. For this project you will need:

Assorted ribbons and threads
Paint and brushes
Glitter
Wood glue or hot glue
String/Thread
Beads
Other Misc. knick knacks
Spray sealer

In addition to the supplies listed above, you will need an assortment of wood craft parts. They are shown below. Please feel free to experiment and pick up anything else that catches your eye. The VITAL thing to remember is that your beads and candle cups have to have holes all the way through.

Glue your parts together as shown below. The Beads are used as heads and the candle cups as the bodies. I think the larger candle cups work the best, but the smaller ones will work as well. If using the smaller cups, keep in mind that you will have to adjust for the thickness of your tassel which we will get to later. Tip the flower pots upside down and use them as hats. Head plugs make great noses. Make sure you line up any holes and keep them free of glue. Let dry for a few hours, or overnight.
Once the glue is dry, the fun part can begin. Painting and decorating. You do not want to get to detailed in the facial features unless you want to go both blind and insane. Keep it simple. Add glitter, sequins, feathers, beads...perhaps you can decoupage a sweet face of an angle. You do not even have to create faces. Dots and stripes in various colors make beautiful tassels as well. Go crazy.
Once you have completed the decorating, spray with a sealer to protect your work. Now it is time to create the tassel's fringe. If you want a 5 inch fringe, cut 10 inch pieces of ribbon and/or pretty thread. A string of beads would look nice as well. Tie your ribbons in the center with a length of thread and fold it in half. Run both ends of the thread up through the bottom of the candle cup and out the top of the head.

There you have it! An easy and cost effective decorative item. The idea for this project came from an issue of Mary Engelbreit's Home Companion, I just jazzed it up a bit.
